Withdrawal fees

Constants live in cryptoedge/api/routes/account.py under _STANDARD_WITHDRAWAL_FEE_PCT, _STANDARD_WITHDRAWAL_FEE_CAP_USDC, _EARLY_WITHDRAWAL_SURCHARGE_PCT, _EARLY_WITHDRAWAL_SURCHARGE_CAP_USDC. The customer-facing GET /account/fees endpoint returns these same values.
